Description
When there are no language servers, it should be nice to show in the right panel of LSP console
- a Web link to Getting Started to help user to know how to start with LSP4IJ.
- an IJ link to open user settings to associate a language server with a run configuration.

Research direction
Start by locating the LSP console's right-panel empty state, where the message is shown when no language servers exist. Review the linked Getting Started issue and the language-server run-configuration settings entry point. Done means the panel provides both the Getting Started web link and the IntelliJ settings link described in this issue.
