Description

The dotnet-monitor-works test fails with .NET 11 because there's no package for .NET monitor available on nuget.org for .NET 11: https://www.nuget.org/packages/dotnet-monitor/#versions-body-tab

To keep results green, I am going to disable this test.

This issue is to track re-enabling it for .NET 11.

Research direction

Start with the dotnet-monitor-works test and check the NuGet dotnet-monitor versions linked in the issue, focusing on availability for .NET 11. Done means the test is re-enabled and passes with .NET 11 while the test results remain green.
