Description
The dotnet-monitor-works test fails with .NET 11 because there's no package for .NET monitor available on nuget.org for .NET 11: https://www.nuget.org/packages/dotnet-monitor/#versions-body-tab
To keep results green, I am going to disable this test.
This issue is to track re-enabling it for .NET 11.
