Description
I think we could have a config which allows for auto-merging of OpenAPI documents under certain conditions.
Mainly, if the spec contains no breaking changes, it could be auto-merged.
This can be enabled/disabled per service using a new config value.

Research direction
No files, tests, or entry points are identified in the issue. Start by locating the OpenAPI documents, generated Go code, and per-service configuration, then determine how breaking changes are detected; done means a configurable process auto-merges only non-breaking changes.
