Description
When using this repo to install the NIVIDIA GPU operator in a disconnected environment with no internet access, the default gpu-operator-certified/instance/base directory cannot be used due to it trying to reach out to an internet url to install the NVIDIA GPU grafana dashboard.
I would suggest doing something similar to what was done with the NVIDIA GPU console plugin in this repo and have a local version of the resources so it can be used in a disconnected environment.

Research direction
Start with gpu-operator-certified/instance/base and inspect the existing local NVIDIA GPU console plugin resources referenced in the repository. Trace which resource causes the Grafana dashboard installation to reach an internet URL. Done means the NVIDIA GPU dashboard resources can be installed from the repository in a disconnected environment.
