Description
Steps to reproduce
- Start a download
- Turn off Internet (data/wifi)
- Download fails (cancels)
Expected behavior
I expected it to smartly pause the download, conserving the download progress that has been made for a later time when Internet is good.
Actual behavior
The download fails entirely. All progress made is lost (except you're okay with an incomplete video) and you have to start from scratch.

Research direction
No source files or tests are identified in the issue. Start by reproducing a download interruption on Android 11 and trace the download handling; done means an interrupted download preserves its progress and can resume later instead of being canceled.
