Research direction

Start by locating the SwiftLint implementation and tests for the no_empty_block rule, then trace how allow_compact_empty_blocks is parsed and applied. Replace that option with an exceptions setting supporting compact_empty_blocks, no_op_blocks, and none, and update tests to cover each behavior.
