probably you should have possibility to set offset threshold to not move short names when one is very very long

4. Should the rule be opt-in or enabled by default? Why?

this can be in my opinion enabled by default as it not violates

Start by reviewing README.md, especially the opt-in rules guidance, and compare the requested Swift examples with existing rule conventions. A complete result would define the alignment behavior, configurable offset threshold, default status, violation examples, and corresponding implementation and tests.
