Description
Make a new maintainer add workflow. It shouldn't be possible to add another user as a maintainer without approval -- similar to all of the GitHub repos that were used to harass other users a few years ago. Adding a maintainer should act as an invite, and only on approval we should add the maintainer.
So, we'd need invite views, accept views, list of invites views, etc.
