Description

Unless I'm blind there's no explanation what constitutes "has changed" in https://reactjs.org/docs/hooks-reference.html#usememo and other hooks.

I figured it's compared with Object.is but "reference" documentation should mention such things.

Research direction

Start with the Hooks reference at https://reactjs.org/docs/hooks-reference.html#usememo and review the dependency-array guidance for useMemo and other hooks. Update the reference documentation so it explains what counts as a changed dependency, and confirm the wording applies consistently to the relevant hooks.
