Hooks reference documentation does not explain how dependencies are compared

Description
Unless I'm blind there's no explanation what constitutes "has changed" in https://reactjs.org/docs/hooks-reference.html#usememo and other hooks.
I figured it's compared with Object.is but "reference" documentation should mention such things.
