Touch events cause zIndex to be invalid on Android and iOS

Description

When the parent node is bound with touch-related events, such as onTouchStart and onTouchEnd, it causes the zIndex set on the child nodes to become ineffective.
This issue occurs on both Android and iOS.

Steps to reproduce

1. Install the application
2. Cd ReproducerApp and run npm ci
3. npx react-native run-ios or npx react-native run-android
4. Then you can see that the node with the zIndex setting is ineffective and still covered by other nodes. If the touch events on the parent node are removed, the zIndex becomes effective

Start by running the linked RN-bug-repo reproducer from the bug-zindex branch with npm ci and the Android or iOS command.
