Description
The volume up/down buttons on the device do not respond when there is an incoming call in self managed mode.
They respond when the incoming call is answered and the call is initiated.
Confirmed on both actual Android device (pixel3) and emulator.
Android Version: 11, 12
React Native Version: 0.67.3

Research direction
Start by reproducing the issue on Android 11 or 12 with a self-managed incoming call, using the reported Pixel 3 or emulator setup. Then trace the Android incoming-call handling path and verify that volume up/down responds before and after answering; done means the buttons work in both states.
