Description
Is there a way to suppress the expansion of un-expanded nodes while dragging? We limit re-sorting of items only to siblings of a node. We don't allow dropping outside of this area, so not up or down any levels. If an un-expanded sibling has nodes under it, hovering the drag over that sibling will cause it to expand. If a sibling has a large number of nodes under it this can make finding a drop area difficult.

Research direction
The issue names no file or test. Reproduce dragging over an unexpanded sibling in the React tree and inspect the existing drag-and-drop behavior; done means hovering does not expand nodes when drops are restricted to siblings, while sibling reordering still works.
