Description
The following code doesn't popup the tooltip:
`<Tooltip overlay={this.getOverlay} placement={'bottomLeft'}>
<React.Fragment>
{ anyInnerChild }
</React.Fragment>
`
But when working with "native" components which are not React Fragments - it works

Research direction
Start by reproducing the issue with the provided Tooltip and React.Fragment example, then inspect the tooltip entry point and its child handling. Done means the tooltip appears when the fragment contains a child, while existing behavior for native components continues to work.
