Description
When Table add property scroll={{ y: 355 }}，and internal height is less than 355，a scroll bar will appear

Reproduce the Table case described here with scroll={{ y: 355 }} and content shorter than 355px, then review pull request #865 to understand the proposed change. Done means the short table no longer displays an unnecessary vertical scrollbar while the requested scrolling behavior remains intact.
