Description

After fixing a local issue as described in #669, I saw that every tooltip are bugged in my project, but also in the library examples :

Sliding a marker on another also makes the tooltip to bug and thus it has a weird behavior.

You can test "live" this bug here : http://react-component.github.io/slider/?path=/story/rc-slider--handle

Research direction

Reproduce the issue in the linked live example at rc-slider--handle by sliding one marker onto another and observing the tooltip. Trace the slider and tooltip entry points responsible for marker dragging, then verify that the tooltip follows the active marker without the reported behavior. Done means the example behaves correctly while sliding markers.
