What problem are you are trying to solve?

Add a channel of distribution for Ubuntu

How do you think rclone should be changed to solve that?

Initially, the new PPA will have only the main channel with the latest released .deb

Depending on the results of discussion in #5076, we can think about a "backports" channel.
