Description
Follow-up to #1502 (PR #1517). ADR-0441 wired investigation-scoped agent-uploaded rootfs for **local-libvirt only**. Extend the same model (investigation ownership, content-addressed resolution, close+grace/TTL reclaim, close coupling) to the remote-libvirt provider (#1433, ADR-0440), designing remote reclaim (the local sweeps assume a co-located reconciler; see ADR-0441 §6 Topology).
Deferred by ADR-0441 decision 8.
