appctl enhancement

Setup wizard could ask site admins if they want a minimal setup or a full one.

Minimal setup: PostgreSQL, Redis UWSGI and Celery containers

Full setup: ditto but also NGINX and Lets Encrypt

Alternatively we could bootstrap a single docker image like how Discourse does it, but that may be annoying to put together and maintain long term.
