Description
What content needs to be created or modified?
There should be docs on How To Write Recipes for Local development using Docker Images
Describe the solution you'd like
I would like to be shown how to create recipes from scratch similar to how we can create images using Dockerfile but for Radius context would be recipes with local images via Docker Desktop or Docker Dev Containers e.g. Azurite for running Azure Storage locally or Azure Function Runtime for running Function Apps locally or in container.
Where should the new material be placed?
Materials can be placed under Tutorials section

Research direction
Start in the Tutorials section and review the linked community call for the intended workflow. Create guidance for writing Radius recipes from scratch with local Docker images, covering examples such as Azurite and the Azure Functions runtime. Done means the tutorial explains the process clearly for local development and includes the requested examples.
