Description

(variable-not-in 'S3 'S3)

Gives back S1, rather than S31.

While this still does give back unique identifiers it can make the output harder to read in some cases.

Reproduce the issue with (variable-not-in 'S3 'S3) and trace the variable-not-in entry point to find how its next identifier is formed. Confirm the fix by checking that this case returns S31 while still producing unique identifiers for other prefixes.
