Description
8.17 flatpak
Easy to test, any of the buttons just enter a value like #FFFFFF, press select then open that same button again and now it will say #FEFEFE.
Basically, all the buttons whatever value you enter, whether typing it in hex or using the RGB selector, it will change it to something else.

Research direction
Reproduce the issue in DrRacket 8.17 Flatpak by entering #FFFFFF in a color-preference button, selecting it, and reopening the same button; also check values entered through the RGB selector. Trace the color preference buttons and their value handling, then verify that reopening any button preserves the exact value entered.
