add deployment instruction for university/school IT departments

Description
- Windows 10? Linux? What OS's do university computers use?
- remote install? (probably just install command line flags if any)
- configure browser permissions (for local docs/help)
- firewall/proxy rules to permit packages? (maybe that's a bad idea)
I'll probably do this on the racket/wiki
idea came from seeing the 'lab gotcha' on page 3 of

– LAB GOTCHA, though: depending on what browser you are using, you may have to give this web- based help permission to be shown...!
