[macos] Drracket with no windows open doesn't respond to keyboard shortcuts

Description
On macos, if I close all windows in drracket but leave the application itself running, I can no longer use keyboard shortcuts like ctrl-o, or ctrl-shift-o. The menu options still work.
(This is in contrast to, say, finder or chrome where these shortcuts still work on windowless apps)
