Opening a new tab with a the current tab split starts the new tab already split

Description
Any operation that opens a new tab in DrRacket (whether by explicitly opening a new tab or by opening a file when the “Open files in separate tabs” option is enabled) preserves the number of split panes open in the currently selected tab into the new tab, which is never what I want and seems like a bug.
