Description
For example in:
#lang racket
(define a 1)
I get the add require prefix option on the a. and the 1 and the close paren. Clicking add require prefix does nothing in these cases.

Research direction
Reproduce the context-menu behavior with the provided #lang racket example, checking the a, 1, and closing parenthesis locations. Trace the code responsible for offering “add require prefix” and verify that the item is absent for non-imported identifiers while remaining available where appropriate.
