Description
Is your feature request related to a problem? Please describe.
Currently, the file source uses a streamed reader that doesn't have a retry mechanism if there is an IO error in the middle of the read.
Describe the solution you'd like
Add a retry when reading a record from the file returns an error, except if we are certain that the error cannot be recovered from.
Describe alternatives you've considered
We can leave it as is: the error bubbles up, the pipeline is restarted and resumes from the last checkpoint.

Research direction
Locate the file source's streamed reader and the path that reads a record, then inspect how IO errors are classified and how the pipeline handles checkpoints. The change is complete when recoverable mid-read errors are retried while errors known to be unrecoverable still bubble up; add or run the relevant reader tests if present.
