Description
As noted in #1962, when a user creates a delete task, he has to wait at most 60 seconds before seeing planned delete operations.
On the creation, we could just send an event to the DeleteTaskPlanner of the related index so that it will plan delete operations immediately.

Research direction
Start at the delete-task creation flow and the DeleteTaskPlanner for the related index. Trace how planner evaluations are currently triggered and identify the existing tests for delete-task planning. Done means creating a delete task causes its delete operations to be planned immediately rather than waiting for the periodic evaluation.
