Description
this may be totally dumb, but I went into understanding how to make a release when I really just wanted to propose a PR. I know it's obvious for most people on here, but I was really looking for "please file a pull request for any proposed new features or bug fixes" somewhere on CONTRIBUTING.md. just a thought
