Why can't I start Quarto in a Python Windows embedded package (64 bit) environment?

Bug description

1. I downloaded the Windows embedded package (64 bit) installation package from the Python official website, configured the Python 3.12.2 development environment according to the Python embedded mode usage method, and I also set python Path
2. downloaded the Quarto. zip format installation package. I used the Python - m pip install Jupyter according to the Quarto usage method to install Jupyter, and set QUARTO-PYTHON. However, when I checked with the Quarto check Jupyter command, I encountered an error as follows:
   

Steps to reproduce

1. Download Windows embeddable package (64-bit) from https://www.python.org/downloads/windows/
   
2. Unzip this package, then download get-pip.py from https://bootstrap.pypa.io/get-pip.py, put the get-pip.py into python package as follows:
   
3. use CMD command, direct the path to the Python package, run python.exe get-pip.py, after run, Lib and Scripts folder will be generate.
   
4. edit python312._pth file.
   
5. set python environment variables
   
6. run python - m pip install Jupyter
7. Download .zip format quarto from https://quarto.org/docs/download/, after unzipped, set quarto environment variables
   
8. set QUARTO_PYTHON environment variable and run quarto check Jupyter, then have a error.
   

Expected behavior

So I would like to ask, can quarto only use Python with the installer installation method? How to use the embedded package mode in an environment?
