Description
Bug description
The title-block html template is applied to every page of an HTML book. It would be nice to have (partial) template which runs only on the book's title page and one which runs only on the other pages.

Research direction
Start with src/resources/formats/html/templates/title-block.html and trace how the title-block HTML template is applied across HTML book pages. Confirm the desired behavior by rendering an HTML book, then separate the title-page template behavior from templates used on other pages and verify both page types.
