Large `brand.yml` leads to `Failed to spawn 'pandoc': Argument list too long (os error 7)`

Depending on the environnement, when Brand YAML file is too large, Quarto fails to spawn Pandoc and crashed.

Start at the execProcess and runPandoc paths in quarto.js identified by the stack trace, then reproduce with the linked large _brand.yml project and its GitHub Actions render workflow. Done means the project renders successfully with a large brand.yml instead of failing to spawn Pandoc with an argument-list error.
