Research direction

Start by reviewing torchvision's existing support for OpenCV-related operations and the requested APIs cv2.findContours() and cv2.connectedComponents(). Define which APIs are in scope and how GPU acceleration and speed improvements will be evaluated; done requires an agreed implementation scope and corresponding validation.
