Description

We just released torch==2.0.0, torchvision==0.15.1 without support for Python 3.11 for the conda binaries. However, following https://github.com/ContinuumIO/anaconda-issues/issues/13082#issuecomment-1471179717 all our dependencies should be available as 3.11 starting a few hours ago.

Thus, we should also provide 3.11 conda binaries. Unless there is some blocker that I'm missing they can hit the -c pytorch-nightly channel fairly soon. Maybe we can even provide some post-mortem for the latest release @malfet?
