Python 3.9 is not supported with current version of pytorch.
When following "https://pytorch.org/get-started/locally/" there is no mention of this, when "Windows" is selected.

On page "https://pytorch.org/get-started/locally/".
When you select "Windows" for "Your OS"
There is no mention of supported or recommended versions of Python.

When you select "Linux" for "Your OS". There is a recommendation for Python versions (which is missing from the "Windows"):

It is recommended that you use Python 3.6, 3.7 or 3.8, which can be installed via any of the mechanisms above .

It may be useful to add a global pytorch requirements section to the getting started page and Docs.
