Description

🚀 The feature, motivation and pitch

We have cpp forms of these apis which makes federated learning training loops easier. It would be nice to have python bindings for these apis to make python server cases easier too.

Research direction

Start by locating the existing C++ APIs for loading and saving .ptd data and the project's Python binding entry points. Determine the dictionary-facing API and add coverage showing that Python server code can load and save .ptd files through those bindings.
