🐛 Describe the bug
Looking at the code here: https://github.com/pytorch/executorch/blame/main/setup.py#L466-L527
We want to move the logic (downloading sdk, building .so) into QNN specific CMakeLists.txt and install the .so properly in CMakeLists.txt. Then setup.py should be just collecting the .so from installation path and package it into the pip wheel.
