Description

Type checkers and typeshed special case NotImplemented to be treated as Any, this appears to be not documented in the spec currently.

A small paragraph should probably go here: https://typing.python.org/en/latest/spec/special-types.html

Research direction

Start with spec/special-types.html and search the existing specification for NotImplemented and related special cases. Add a short paragraph documenting its treatment as Any, consistent with the specification's terminology; done when this behavior is discoverable in the special types section.
