Description
For our purposes we want to run all benchmarks with both the system python (prebuilt, with prebuilt/wheel packages) versus a custom-built python (with more aggressive optimizations, same with packages).
Please provide a flag or env var to pass --no-binary=:all: to pip.

Research direction
Start by locating the dependency-installation code and the pip invocation used for benchmark environments. Trace how dependency options are passed, then verify that a flag or environment variable enables --no-binary=:all: while the existing prebuilt behavior remains the default.
