Description

I'd like to be able to link to more documents on packaging.python.org that contain the bits of specification provided by PEP 639.
Currently the banner doesn't reflect that and confuses users as to where to look for the applicable information.

Research direction

The issue concerns the historical banner and links to specification documents on packaging.python.org, but names no repository files or tests. Start by locating the code or configuration that renders that banner and checking how its contents are currently set. Done means the banner can be customized to include the relevant PEP 639 documents without confusing users.
