Description
This includes at least two things:
- Make sure all fine-grained dependencies are written when using
--cache-fine-grainedon a regular run - Speed up the daemon cold start by running it with multiple workers that would write the initial cache

Research direction
Start by locating the handling for --cache-fine-grained during regular runs and the daemon cold-start entry point. Done means regular runs write all fine-grained dependencies and cold starts use multiple workers to populate the initial cache; inspect the relevant existing cache and daemon tests before changing behavior.
