Description
Feature
PR #20850 added support for t-strings. It would be nice to also check format specifiers, substitutions etc. There is already similar logic in checkstrformat.py (added for f-string). It should be possible to simply apply the same or similar logic to t-strings.

Research direction
Start by reviewing the t-string support added in PR #20850 and the existing format-checking logic in checkstrformat.py. Compare how f-string format specifiers and substitutions are checked, then determine the equivalent coverage needed for t-strings. Done means t-strings receive the requested format and substitution validation without regressing existing behavior.
