Description
Feature
Allow for e.g.
[[tool.mypy.overrides]]
files = ["scripts/*", "tests/*"]
disallow_any_explicit = false
Pitch
Currently, it appears one can only apply overrides for certain modules (and their children).
This makes it impossible to use with files not in a package, such as for folders of scripts or tests

Research direction
Start by tracing mypy's existing tool.mypy.overrides handling and how module patterns are matched. Use configurations with patterns such as scripts/* and tests/* to verify folder-based matching for files outside packages. Done means overrides apply to those un-packaged files without regressing module-based overrides.
