Document support for singledispatch

We can't reasonably support all potential use cases for singledispatch. This can cause user confusion. Document what works what doesn't, and explain how to use singledispatch effectively.
https://github.com/python/mypy/issues/11727#issuecomment-993150228 has some relevant context.
We may want to address at least #11734 before mentioning singledispatch in the documentation.
