Research direction
Start by reading shelve.py, especially BsdDbShelf, and inspect the dbm package for the missing bsddb implementation. Determine whether the remaining reference is intentional or obsolete. Done means the relationship between shelve and dbm is consistent for Python 3.12 on Windows, with the relevant behavior verified.
