Description
When poetry fails to talk to the repository (eg PyPI), it gives the user no indication that there's network/server trouble.
Instead, you just get errors like "Unable to find installation candidates for click (8.0.3)"

Research direction
No file, test, or entry point is named in the issue. Reproduce a failed connection to a repository such as PyPI, then trace the path that produces "Unable to find installation candidates"; done means repository or network/server failures are clearly distinguished from a package with no candidates.
