Description
As discussed in this GitHub comment, pressing Ctrl+D in the debugger now quits the entire test session, whereas previously, it only failed the current test.
We need to decide how to proceed:
- Implement consistent behavior across all versions. If so, which behavior should we choose?
- Keep the behavior different -- this may not be a major issue since it's an interactive feature.

Research direction
Start with the discussion linked from issue #13308, especially the referenced GitHub comment, and compare the Ctrl+D behavior during debugging on the affected Python versions. The work is complete when the project has decided whether behavior should be consistent or version-specific and documented or implemented that decision.
