Thanks @adamchainz for the PR! Took the liberty of rebase it into master.
@RonnyPfannschmidt any idea why are we pulling an incompatible setuptools-scm version in Python 3.5?

our complete installer setup has a few holes, we should take out setup_requires, let setup.py fail without setuptools_scm and sort out pyproject.toml
