Description
Often developers pin their dependencies to exact versions. This is bad practice because it can prevent users from using dependencies that have had security/minor updates. Typically there's also no need to pin versions.
It would be very useful if setuptools had a flag that could be passed to bdist_wheel and such so that it would ignore the constraints and just permit any version of the dependency.
