Description

see here: https://github.com/pypa/setuptools/blob/ac325f34b73c534fd19204400afa598bf63ea301/setuptools/command/easy_install.py#L1938

Running inside a virtualenv (created with pyvenv) created the env variable __PYVENV_LAUNCHER__. When I want to run an executable outside the virtualenv, the only way I can do so is if I unset __PYVENV_LAUNCHER__, since having this env var present overrides the path to executable specified.

Research direction

Start at setuptools/command/easy_install.py around line 1938 and reproduce the behavior inside a pyvenv-created virtualenv with PYVENV_LAUNCHER set. Trace how the launcher environment variable affects the requested executable path; done means an explicitly specified executable outside the virtualenv is honored without manually unsetting the variable.
