Description
Part of the compilers decoupling epic #5264 (Phase 2).
Add distutils/compilers/C/__init__.py exposing the documented, importable public API:
Compiler,new_compiler,get_default_compiler,show_compilers- the platform compiler classes
- the errors (from
compilers.errors, per #5264 Phase 1)
This is the concrete, blessed surface consumers migrate to.
Resolves #2806 and #4540.

Research direction
Start with distutils/compilers/C/init.py and inspect the existing compiler modules to identify the platform compiler classes and documented names. Check the errors exposed by compilers.errors from Phase 1. Done means consumers can import the listed compiler functions, classes, and errors from the new public module.
