Description

Part of the compilers decoupling epic #5264 (Phase 2).

Add distutils/compilers/C/__init__.py exposing the documented, importable public API:

  • Compiler, new_compiler, get_default_compiler, show_compilers
  • the platform compiler classes
  • the errors (from compilers.errors, per #5264 Phase 1)

This is the concrete, blessed surface consumers migrate to.

Resolves #2806 and #4540.
